It looks literally like the domestic official is giving the order in his leadership “genius,” in meta; (or, possibly, face-to-face voice box-to-eardrum) orders. In truth, he is much more dead than alive.
Where is someone “coming from'” in their declared orders to subordonates or peers: foreign leader, meta “genius” leader; (maybe, voice box-to-ear drum leader), giving orders? Check sources for a “puppet master.” Get voice confirmation aps to ensure voice is the voice of correct official and what they actually have to say on phone or other point-to-point telecommunications.
