Consider this.

The State is firmly, strongly in the subconscious, it is when it’s salience is overwhelming to the conscious that it has then left the limits of government power and abused, a needed, compulsory, evolved U.S. Constitution.

For the U.S. Constitution serves the constituents, with limited Power to government and much-needed resolve.
