Liaison hermeneuistically between state and personal life and personal state of mind, and spirit, feelings, emotions, values and meaning (rich, rich, rich!), and applied intelligence and applied technologies ethically, legally, without seditious effort.

To be Chief Surveyor. To be head purveyor of government action with the private sector.  To monitor the Soviet so that ideology held does not interfere with action and results inevitable, forthcoming, critical for homo sapiens (sapiens) (sapiens) to survive then thrive.
